Many are wondering why Mr. Toner also removed trees and brush from SEPTA's property and damaged a battery box on railroad property that dated back to the 1930's. Apparently he doesn't have permits to do this work, and also violated environmental laws by not having a silt fence in place. If he doesn't know where the property line is, how good are these houses going to be?
