Police: Student Threatened to Randomly Kill Council Rock South Students, Staff

Northampton Township Police held a press conference after a student made threats against Council Rock South High School.

Police charged a juvenile with terroristic threats and possession of a firearm by a minor after the 14-year-old threatened to bring a gun and knives to Council Rock South, police said on Friday.

Northampton Township Police received a report on Thursday that a male student threatened to bring a gun and knives into the Council Rock South building and randomly kill students and staff, police said at a press conference at the Northampton Township building. Another student overheard the threat, reported it to his parents, who then notified the authorities, officers confirmed at the press conference.

"I am deeply indebted to the Northampton police for the way they investigated the situation and kept the school safe," said Council Rock Superintendent Mark Klein during a press conference at the Northampton Township Administrative Building.

Police immediately began investigating after receiving the report at 5:45 p.m. on Thursday, Dec. 20.

Officers responded to a residence located on Cypress Avenue in Richboro just after 9:30 p.m. and arrested the juvenile.

The boy's mother and father were also arrested.

During the arrest, a male identified as Vincent Mario Russo, Jr., 48, of the 500 block of West Street Road in Feasterville, was arrested for resisting arrest and obstruction of the administration of justice.

Additionally, Lizabeth Donohoe, 50, was arrested and charged with possession of a firearm, endangering the welfare of children, possession of marijuana and possession of drug paraphernalia, police said.

According to the affidavit, officers asked Donohoe if there were any weapons in the house. She told the police that her grandfather's guns were in the residence, and led them to her son's room. Police said that two 9mm handguns, fully functional but unloaded, were found on the 14-year-old's bedroom nightstand. One gun had a clip capacity of 8+1 and the other 13+1.

While in the residence, officers saw many air soft weapons and assorted knives, machetes and swords throughout the house. Northampton Police Chief Barry Pilla pointed to the airsoft rifle and said it resembled an AK-47, and even though it is a BB gun, it could have endangered the boy.

"If he confronted law enforcement officers with this replica," said Pilla, "he would have been fired upon."

The juvenile was remanded to the Bucks County Youth Detention Center in Edison. The female was arraigned and remanded to Bucks County Correctional Facility in lieu of $100,000 bail. Russo was released pending summons.

Council Rock South was closed on Friday as a precautionary measure by Superintendent Mark Klein, and a sweep of the building was completed by K-9 Units from Lower Makefield, Bensalem and Bristol Township Police Departments. Nothing was discovered in the school and it was turned back over to the Council Rock authorities at 9 a.m., police said.

The investigation is ongoing at this time, but police said that based on the investigation that included several interviews, the juvenile was acting alone and the threat against Council Rock South and the community has been eliminated.

Look at where he's coming from. It's the parents fault. The parent has him pushing that direction obviously. That's what he's being taught. Noone was obviously taking care of him while smoking pot, and who knows what else. Noone was there to save him, a 14yr old child turning into something else. I pray that after this, life will put him on that right way, and he can get some help. Kids are stuck with who raises them, and sadly it is not always good.

Stupid idea to post comments like that on Facebook...This kid obviously needs help. CR south is a Small City, easy for a kid to be de-humanized, lost, bullied, or feel abandoned in a gigantic place like that...

If these guns were in fact inherited by the Mother, its no "crime" to have them anywhere within your home, so I'm not getting how she's being charged with anything that will "stick". The law does not (and should not) specify where and how firearms shall be stored in a private citizens home. Its legal, private property, in a private home.

That being said, a RESPONSIBLE parent would not allow them to be unsecured in a childs room. ilegal? No. Stupid and irresponsible? YES!

That is, if the details I've read are even true. I dont trust The Media (or the police) to honestly the report details accurately when they both have the same political ax to grind.

It should be illegal! And people who own guns should be required to store them out of the reach of their children- locked away and secured. Charges of endangerment are perfectly legitimate in this case!

In talking with some Council Rock South students, this student was severely bullied by classmates and teachers ignored this problem. This should be looked into and why do teachers look the other way?

The issue of gun ownership has reached a point where it goes way beyond individual liberties. The prevalence of guns in this country now threatens the individual liberties of every citizen in this country. When our children are not safe in their schools, we are no longer free. And putting armed guards in every school, as the NRA would like to do, is definitely not the answer. FEWER GUNS, NOT MORE!

I agree completely! Fewer guns! The situation in this country has gotten completely out of control and we are the only industrialized nation that allows this to go on. In New Zealand the police keep their guns locked in a box in the trunks of their cars because there is so little need to ever use them. It's about respect for human life. I'm sure there are individuals who can own guns responsibly, but clearly there are too many who cannot! The consequences are not worth it! And, as for the comment regarding freedom of speech and taking away cars- seriously?!?! Words don't kill and cars are rarely used as intentional weapons. Children are dying- innocent lives are being lost every single day. Can you really say that is worth your "right" to own a firearm?

Its up to parents to teach morals and respect. But then again if you don't respect your kids enough to teach the right from wrong and how to be happy, how are they supposed to respect themselves and be happy?

Maybe G-d should create everyone infertile and after passing a qualification exam and only after passing successfully, should anyone be able to procreate. There's a concept.

@Mr If you can't see the spin then put on your glasses. We still do not know what specific threats were made by the boy. 99%+ of all homes have some drugs, when you include all barbiturates and alcohol, so don't necessarily point the finger there. Let's wait to see what the police have to say and more specifically what the indictment says.

To NS: We are not talking about prescription drugs here, which obviously can be abused too, we are talking about illegal drugs and drug paraphernalia in a home where a child is being raised. These parents were obviously extremely irresponsible. Furthermore, it was reported that the child made a threat of some kind and, subsequently, guns were found in his nightstand drawer. Coincidence? I think not. The issue here is clearly parents who had no control over their child. I do not know what was going on with this boy at school- bullying, intimidation, etc. - all issues that need to be addressed within the school systems because they are very damaging to the individuals who suffer this type of abuse. I feel terribly for any child who undergoes such treatment and acts out with violence or the threat thereof. However, the facts of the matter stand and this incident could very possibly have resulted in another horrifying tragedy. These issues need to be taken seriously! If guns are not meant to kill, then what are they for? To admire? To sleep with at night so you can feel safe and warm? Guns are dangerous weapons that have no place being around children and in the hands of careless people. As I said before, there are individuals who are capable of owning guns responsibly, but there are far too many who are incapable of governing the obligation that goes along with owning weapons.

NS

4:04 pm on Saturday, December 22, 2012

@iz53 The purpose of guns is not to kill, as you stated. If you would like to be more precise in your language, then state your objection to assault weapons, armor piercing bullets and the like. I happen to own guns, which I use for hunting, target practice and for protection, and I think there needs to be some modification of what is available to the public. The NRA, of which I am a member, feels that any inch given up in the suppression of the 2nd amendment is an encroachment on that liberty, and I happen to disagree with that stance.
There are lots of things that led to this situation and we do not have all of the information yet, but it is agreed that the child should not have had access to weapons which were not suitably stored. Stay easy iz.

Sorry us non-NRA members aren't up on our gun jargon! Killing innocent people, sacrificing life, is more of an encroachment on our civil liberties than giving up the right to own a gun. Get real- this is no longer 1776! The fact that you admit to owning guns for protection is an admission in itself that you fear the individuals who cannot handle the responsibility of gun ownership. And, by the way, hunting is killing the last time I checked.

You need to keep tabs on your child. What they are saying or doing, where they are going and who their friends are. It worries me that this kid and his family with loads of weapons live in my neighborhood. Who is responsible for this kids actions!,The parents that were arrested with the kid. Lead by example, people. If you act like a jackass I'm pretty sure your kid will too. You also need to ask other parents if there are guns in their homes. You never know when a kid will show off and the gun will go off. If your kid starts acting withdrawn, strange, hiding in their room, not hanging with anyone and says scary shit. Get some help! before it is too late. Parents you need to spend time with kids, show them love, lead them in the right direction. Unless of course you are a jackass then by all means express your second amendment rights, give your kid a gun, paint the room black and let them go at it at the gun range. That is quite an example. Sorry for the rant, but come on. WTF

I am a member of the NRA for insurance purposes, but I do feel they help to keep our second amendment right safe from ignoramuses like yourself. Guns are for killing? Not likely humans...... I do eat what I shoot and if you eat any carbon based food you are responsible for taking its life so get a grip, you are a "killer" too. I shoot skeet, trap and target also which is what the vast majority of gun owners engage in, not "killing".
By the way, how many kids in Council Rock have died from gunshots vs OD's from drugs? Your concerns would be better directed at Klein and his minons regarding counseling and support for students. We have the highest paid teachers in the state who go on strike over $20 copays, yet we do not have enough resources for an adequate health services department. Rather than complain about guns you should take a stronger interest in the misadministration of our school district.

I haven't read that the boy had ammunition or a plan. Perhaps he did, or maybe he is a dumb 14 year old who didn't know how big a deal this would be now. Mr Klein referred to him as "evil." I find that chilling. To all those parents who haven't had any trouble raising a teenaged son, congrats. I hope this boy, who is guilty in fact of being a big mouth immature boy at this point, gets help he needs to grow up.

I agree that it's very likely this child did not realize what he was getting himself into. It is clear that children in school need access to many more resources combatting internal issues such as bullying and drug addiction, among others. However, that doesn't alter the fact that more and more children have access to guns and consider using them to remedy mistreatment received from their peers. The problem is multifaceted and needs to be dealt with on numerous levels. Parents and teachers have an enormous responsibility to teach young people that violence is not the answer and intimidation and bullying are entirely inappropriate. But not every killer has a plan. Not every person who buys a gun with malicious intentions has committed a previous crime that would put them on record preventing them from purchasing a weapon in the first place. Just as not every person suffering from mental illness has sought treatment and been diagnosed. The NRA claims that screening for previous crimes and mental health issues are preventatives against gun violence; unfortunately, this is a weak theory. Tighter restrictions on guns are a must.

That is a very reasonable statement, one of the biggest problems is the ability to purchase firearms at gun shows, which are completely unregistered and unscreened.

For those of you who live in a delusional state and think that a guns purpose is not to kill, you are only fooling yourselves! I happen to live in Richboro where my nephews know this boy and are not surprised by the unfortunate happenings. The high school was the 6th school that this boy attended because he was kicked out of the previous five! In short, the issue here is mental illness. This boy should have been counseled and medicated not moved from school to school. The parents were delinquent in not getting him the help he needed... Guns and mental issues= bad outcome!

I used to go to that school. I cannot in any way condone acts of random violence and taking people's lives over small matters like high school bullying. On the flip side i have seen many situations in that school mishandled where weak people get pushed around and or abused. for example at our middle school we had a disabled kid who would routinely get pulled into the woods behind the school and have the shit beaten out of him by his "friends". those same friends managed to pervert the meaning of friendship in his head to make him think the beatings were normal or part of normal human interaction. that physically and mentally disabled child who had been treated poorly and misinformed then tried to "befriend" me and some of my friends by kicking and or punching us in the gym in front of at least 2 or 3 gym teachers who did nothing. I did not like getting hit and none of the adults would help me and i am not allowed to leave class so i have to just sit there and get kicked in the head by the kid with a mental disability while his "friends" laughed. they couldn't hurt us during shcool hours so they used the mentally infirm to do it. I snapped and ended up putting the kids head into the floor really hard. No one cared. this process repeated multiple times over weeks and months teachers and admins were notified and nothing was done. I ended up shoving the ringleader of the group over a desk and almost got suspended and then the bad stuff stopped.

hey a bit of insight for those who care. I am a former student at that school. I will be vauge on the details but i want to give you guys a window into stuff like this. one of my middle school years i ran afoul of a group of the bad kids. usually this would not be a cause for concern but the devil as always is in the details. See these kids had one of their group who had a moderate amount of mental and physical disability. they convinced him that friends hit each other and would regulaly haul him out into the woods and beat his ass. now when they were in school they would tell this kid lets call him joe. that other kids were saying bad things about him. he would then go apeshit on us and hurt us in front of the teachers while his "friends" who beat him laughed their asses off. I am ashamed to admit that since none of the adults would help me or Joe and i hated having joe kicking me in the head and neck while were sitting in role call line for gym i snapped and slammed his head into the ground. I didn't know what else to do and i was not allowed to leave class or remove myself from the situation without violence and the teachers did not care. So the Joe the mentally and physically disabled kid who was weak and frail would get the ever loving shit kicked out of him by both the bad kids who liked it and the good kids(me) who didn't like to be hit. this went on for months with episodes varying in intensity.

my heart goes out to that disabled kid lets call him Joe. his life must have been so hard. I went to after school clinic sometimes and one time his mom was wandering around the parking lot asking "where is my son" he didn't have a cell phone. she was a single mom and they didn't have much money. I should have told her that he was probably getting beat up in the woods but i was 13 and was not wise to the way things worked. I already got pushed around so much i didn't have the strength to look our for anyone else besides myself and my circle of friends. i regard not telling her what i knew as one of my failures since if she was properly informed she might have been able to intervene. I was young and had my own troubles. when i saw that adam lanza thing on the TV that kids face as i bashed it into the floor flashed in my mind. i almost wanted to cry because huirting him was wrong but i couldn't figure out how to get him to stop hurting me and no one would help. people blame video games and guns and all the rest but i think the root is the lack of ethics community mindedness and the general spinelessness of the people we entrust our kids too and the breakdown of respect in our world. maybe its all part of the same thing. but if that kid went through what i went through i think his bad violenet intentions were not ill founded. they are real good at stripping you of your dignity and making it your fault. I apologize for grammer and langugage this is the side of the issue that
