Ross Rabelow, 53, of the 500 block of Jason Drive, is charged with participating in a corrupt organization, theft, unfair business practices, insurance fraud, conspiracy and dealing in proceeds from unlawful activity. These charges stem from Rabelow's alleged participation in what authorities called "Operation False Comfort."

According to Attorney General Linda Kelly, Rabelow and three other defendants are accused of conspiring to operate a financial fraud scheme specifically aimed at elderly victims. The seniors were allegedly deceived into spending thousands of dollars for “home care” or “home security” services that would supposedly assist with their future care.

Cherry reportedly testified that it was his job to sell the contracts but it was Rabelow who determined which clients, if any, were to receive the requested services.
