Police Arrest Upper Southampton Man on Child Porn Charges

Carl Wisniewski was arrested after police say he downloaded and shared child pornography over the Internet.

A township resident stands accused of downloading, viewing and sharing more than 100 files of child pornography.

Carl J. Wisniewski, 22, of the 900 block of Woodland Drive, was arrested and charged with possession of child pornography, sexual abuse of children and the criminal use of communication facility following an investigation by the Bensalem Police Department.

According to the criminal complaint, while operating in an undercover capacity Bensalem Detectives Joseph Sciscio and Kevin Cornish downloaded 20 files of child sex abuse from an Internet Protocol address registered to Wisniewski.

The complaint also said the two detectives, along with officers from Upper Southampton, served a search warrant on the house where Wisniewski lives with his parents and younger brother during the early evening hours of Tuesday, March 8.

Police said that during the search, Wisniewski told them he had been using the internet for the last year and a half to download, view and share child sexual abuse materials.

Wisniewski was arraigned by District Justice Michael Burns.  He was ordered to the Bucks County Correctional Facility in lieu of $100,000 bail. A short time later, bail was posted and he was released.

According to court documents, the conditions of Wisniewski's bail prohibit him from using any computers, smart phones or electronic devices with either Internet or photo/video capability, or sending emails or text messages of any kind. He is also not allowed contact with anyone under the age of 18, with the exception of his brother, and even then contact is only allowed with parental supervision.

A preliminary hearing for Wisniewski is tentitively scheduled for April 6.
